i have patch and the only file i cant open is weapongrp.. can anyone decrypt it? 

i think is encrypted with smartencrypt not sure.

I think the file was encripted with another tool similar than SmartCrypt or something like that because the header no contain any type of info or too maybe is obfuscated.
