First of all, you won't find anything free and good I've heard about Mobius good words you can start with l2jmobius

If you have the money, Scripts for low-mid
If you are on a budget and want pvp server, Sunrise,
I dont trust sunrise for low-mid since there are a lot of untested quests-boss-ai scripts. But if you can afford to pay an external dev, even the mainbranch of l2jserver can be good if your dev fix things.

In my eye, every source is perfect, as long you have the knowledge to fix stuff. If you dont know java, hire someone to fix stuff. If you dont, then just give up or learn java before starting a server.

I've no clue about H5 Packs you can try L2JEternity Russian project seems decent and good

also L2JMobius is not bad as well

I'm a think tank, not developer. I have manage to build few servers on the past, with preconfigured packs, and test things out. The point is, that : I can create the Best L2 H5 Server with suberb items, superb stats, superb PVP, & superb PVE. Coming to the point yes, IF I decide to do it, Ill manage to find a proper paid developer, to make it reality. For now Ill test L2JMobius H5 Pack.
