Im looking for code / script that takes the last topics from the forum, and to show in the forum news / latest discussions

What's your forum platform? There are inbuilt functions to retrieve this kind of information on most forum platforms. 
For example if you are using SMF -> https://www.simplemachines.org/community/ssi_examples.php

Yeah that would be an easy option as well  if you don't wanna mess up with documentations etc, however it's pretty easy to use SSI or API's and actually that's the reason that are made for.
