Base64 is part of Java8 (at least on aCis we use the one embedded with Java8, before it was packed with the pack), if it doesn't see it it means your eclipse is configured for Java7.

I install latest java (JDK-8u151) and i still have soem errors) and i install jre's in eclipse.
