Help Cp /hp Potion , Elixir Cooldown.

So I did a topic  long ago to client development help for CP /HP Potion , Elixir Cooldown % animation.

but I couldnt find any answers to my problem

 

I already have downloaded the l2_skilltime.utx , skills have the % icon cooldown but not the potions or elixir .

 

They told me is server related any ideas?

Do you see it on any server? who are now online

Because on java server i not see any packet about item reuse time.

yea I ve seen it on some servers also with countdown numbers.
