Arcane Power As Buff/debuff In Party Members

Hello I have seen in some videos the arcane power as debuff in party but although I see it in my buffs as debuff I cannot see it in party. Same as if it isn't debuff I cannot see it in the party members as buff. How can I achieve this? Thanks in advance

on java u will see it on debuffs , on off u wont

Open file skillgrp.dat

 Search for the skill id, in this case the nobles ID 1323 e coloca esse no logar

on java u will see it on debuffs , on off u wont

Aaaa that's the difference! So it is not possible on java through edit or modification of files?

on most of servers you can see arcane power as debuff on some u wont see it cuz it's server sided. on/off
