Question About Infinite Odyssey

So I was kind of away from the new L2 updates. I stumbled across an Infinite Odyssey server and read something for level 100+, so I checked the official L2 website and found the following :
Level Cap Removed
 With this expansion comes new ways for heroes to increase their power. Level 99 is no longer the end of the leveling journey. Heroes can now fight their way to 100 and beyond. And along with that come some new skills.

So this mean there's no level cap at all? Does anyone know for sure?
Also does anyone know where I can find the "Exalted" skills?
