When i have done my Paypal account i just verified my email adress, once i did that i started to receive funds on my account and send to others, on my account without adding and verifying my card after 48 h since i opened my account i was limited by Paypal. In this case limited means : You must set new security questions/answers / Change your password / Proof your identity by ID card or passport/driver license and Add and confirm/verify a credit card -- or a bank account. They can limit you after 1h after you set your account, its something relative and random but it also depends on what you do on your account. Hope this answered your issue.

For example if you are verified (with card) you will have limit for about 60.000€. In the other hand, if you are not verified you will have 3.000€ limit. When you are reaching the price PayPal automatically send you a page that telling you to add a card. With card enabled you have more benefits but you can send / earn money dont you worry.
