Create an skillhandler and a skillhandler calling the skillhandler, and wherever you got XP_RATE config, put your stuff regarding if player is affected by the effect, and which is the power fo the effect.

 

Probably GoD / Tauti RU forks implemented such items, just c/p the code from it if you don't understand what I mean.

There is already a scroll that adds SP, so you got the code. Just change the 'reward' :)
