I have played a lot with HE and I can tell you that it is the best. I pwned every SR or PR with it. only on low rate, where people were not used to use buffs (and this was just on the beginning of l2 - prelude, C1) SR was the best.

Like u get Hex PR will own u i think. But  if  everybody will se the others at same time, HE will win.

and for defense:

some HE + supports, BP + Snipe = owned. (and Assist ofc)

For mass pvp for sure you don't need to hit fast omfg.

You need just high dmg output to kill enemies from the lowest amount of arrows lol...
