No, why? Its a Greek server with Spanish players. Of course there are a nice amount of people from Greece but since Spanish people accept only Spanish people in their clans and Greek people accept only Greek people in their clans, we are outnumbered by Spanish people.

Man, I will tell you a secret.. Official is NOT balanced as well. You will never find the balance you want to any of lineage 2 servers. This word doesn't exist for this game. You will say to me why ? The answer is because each class has got it's features it's goods and it's drawbacks. Play it as experienced player, play it clever and then you will reach the success.

Unfortunately we had server down for almost a week due to hard drive failure, then since we changed hard drives (we didn't have any data loss, just RAID was broken) we needed new HW serial for our extender, where we was delayed for some days, and this is why we have people only for raids, etc. There was a peak of 40 online yesterday for a raid boss, and today nothing almost. We will see in the next days how server will recover, since it will recover for sure.
