it depends of server. in most of server the best are duelists 

 

but not like in l2mafia (ken orwen) there duelists are peace of shit cuz no1 know to play with it there and augument skills in donations fake up all, but in other servers duelist may be the best ( of course if you know how to play with it )

for me, the best mage existing on Lineage II is necro. Medium m.atack, but he his made for individual/mass debuffs.

Also, Cursed Man/Reanimated Man with transfer pain rocks hard mine friends, everyone knows that (:

I tend to think that Soultaker is one of the best classes for open pvp, since he is able to attack at distance and beat any enemy with his great m.attack and mass debuff skills.
