Good job but you should have added a restriction where the chaos participants wont be able to hit normal players.

Why not, the only advantage on them is that they can run away. Same stats(except speed). They don't get chaos kills too if they kill them, just pk/pvp kill. Also this way, it would attract them more to join the event :P

Just make a task for it. Or schedule it's start on server start-up.
