These devs (few, not all) who was working from c1 to IL or from c1 to hellbound/kamael left or they was fired from ncsoft and they created terra on l3 platform or smith like that, that's it.

NCsoft received a punch in the balls when seven former employees of NCsoft were suspected of selling the Lineage III source code to a major Japanese game company and many employees have left NCSoft and joined Blue Hole Studios to produce the game Tera (in L2 we noticed the difference between IL and Kamael, we saw very clear cause Kamael was made by a new dev team, new interface and many crapy new features since then L2 began to stagnate.)
