Ι never understand the elo system. Yesterday I play a game with my friend I pick Shaco we play 60 min game we win and we got only +27 lol. And if we play 35 min game whats the elo rating +1?

It does not depend on the length of the game. It depends on the average elo difference between your team and the enemy team and the numbe rof ranked games you've played.
