You can move only once even though you try to transfer a another acc they have your ip in the DB so that explains everything.

I tryed on the laptop and voila.

The only 2 reasons you cant transfer through regions for free may be

-Account didnt exist when split occured

-You have already used it.

The transfer costs 0 RP.That means that I've got a free transfer left and that the account was created before the split up.

 

Accounts after the split up have to pay 2300 RP to transfer.
