my smurf is in west (1400 elo atm) people in west are worse than east.

they are snobing anyone,with alot more rage,flame even afking for nothing.

last days i havent seen bad players in east,maybe cause tribunal is up

guys is garen a good champion? i want o new champion but i dont want to spend to much ip since im not lv 30 and i still need ip to buy runes, so can you tell me if is a good choise or there is others for the same price that are better?
