Hyperfilter or OVH. From your home pc you can't do nothing with this upload speed.

One friend of mine, he had a problem somehow like this one. When the players kill for example 5 mobs, they will stuck and the mob can hit them, so they can die. Anyone around of them can move/speak and etc.. I increase his mysql memory usage and it work.

aCis revision? Also, do you tried the same way to stuck the character from your home pc?

They get disconnect? or unstuck after some seconds?

Players stuck when mobs die and get exp/sp? Check it..

Data/html/teleporter find the gatekeeper and check what id he using and then go to navicat on teleport table. I don't know how works for gracia but I think something like that.

Πιστεύω πως ναι.. Για Public server στο External IP θα βάλεις την IP σου.. Μετά θα πρέπει να ανοίξεις τα ports στο ρούτερ σου και firewall.
