why my Anti-Pk Guard have skill automatic some monster but other not ?

my server was online and after restart my server disappear from server list in game .. i have reboot pc but same my server is not in server list in game when i start login server i see my server in game show me offline when i start and gameserver and server is already online i dont see anymore my server in server list in game.. i dont see any errors or something other like it .. so this happen for first time from 1 month... why that happen and how to back server on server list in game so i cant give more expect

Hello i have question . Some skills not accept my changes when i try to change Power chance on skill i change power chance from 1 to 1000000 but skill have same chance effect to be active in pvp . Any ideas why that happen ?
