It will not open any file, but it will view every file without restriction of Type of Files. Open Your GIF file, it will show You a dialog box regarding the imports. Press OK to import as default. The file is opened in Animation (frames). You can view it from Windows » Animation Now just edit it, export frames or do what You like

As he said for 15 days of experience in PS, he made better signature than some others here made after months of using PS, IMHO he started very well. Work with tutorials dude, watch others works and day by day, You will be better ;)
