In some packs this command doesn't work.This happens in interlude packs too. So try to lvl up the character by going to admin panel -->find-->character-->lvl/xp/sp and add the lvl from there.

Try to install an scheme buffer in your server which has an option to create a scheme and save your buffs. After that,the players who created this scheme can get their selected buffs which they have chosen.

Like Onlylove said you don't have the right files in your system folder. If these armors are custom try to add the armorgrp of these armors in your system folder and then paste the systextures (of these armors) in your lineage ii folder.
