i'll explain you how it works: if someone scams you, what you must do is to open a dispute against this user, what paypal will do is remove the money from his account and wait for you and him to solve the problem. yeah, they will arrest him, come on dont be a fool, when someone scams you they use fake information like city: russia street: candypedobear 12345 phone: 6666-1234 no one will ever get the scammer, unless he was stupid enough to put real information in it. now if he takes the money b4 you make the report, he will have a negative money on his account (like -100USD after that happens, if you can prove to paypal that you were scammed, they will refund you your money (with a max of 200USD if i'm not wrong but be carefull, they will only give a shit if you used ebay, if you got scammed outside ebay, say good bye to your hopes of getting your money back.
