I think there is a program.. but if you want to browse with hidden ip adress you can try free proxies like hidemy, hidemyass etc..

Grrrr >.< Try that tween thingy in imageready. Try to the multiple frame rate of how many frames you already have. Can't explain it lol :D

Have you tried Adobe ImageReady? You can edit it with this program for sure.
