I just read that you can lvl soul crystals to stg. 12 on Cloe (Antharas Priest Cloe).

 

My problem/question however is that I do not know if this is also true for C4? Anybody knows?

C4 ?? false...don't waste time...

other ? i don't think so..just tak with the npc who give you the quest...he does list all the "bosses"

for 100% doesn't work on dragon network ( c4)

same with vampire boss ( don't remeber name) at cursed village

u can level cry from hellman, another rb lvl 70 that's at border outpost , and anakazzel... but the chance to lvl cry from em its 6% and its just for 1 party member

anakazel 12 > 13 and all party members can lvl up it 5% chance it succes.

However, Is there on web a link of % of success in levelling up soul crystal for Interlude?

I've found nothing about that. Only the Mobs that can level up, nothing more.
