its not useless it can be very usefull put lets say enchant from +3 to +4 and the follow the L2Deck at 0 faileds at 1 sucess... ;)

This tool is random. It does work on certain cases. Although there is a little trick you must do. (switch back and forth) with no delay.

Well if you're thinking of making lets say your weapon +15 to +16

 

It's very unlikely to fail after breaking 3 times in a row, meaning. You can simply fail 3 times then enchant ingame and probably success

 

This is of course only mental, I prefer doing it this way, some don't.
