well thats what you need

1) static ip for online server(if its public if its private for cms or whatever its ok you just give ip everytime!)

2) go to tools at steam and download and install HLDS

3) open ports and ENJOY.

for the war mode i dont know exactly!

War I mean like PGL Servers ! yeah I know the stuff with the HLDS ... but i need a complete guide ... War Addons , Metamode , Admin Mode ...

Can't find anything for war mode, only if you want sth like that
