this is a simple npc buffer, i have made this for my server becuase most servers with npc buffers go all out, (specials (pof,pow ...)). this is for servers that are medium -> low rates, have prophet, songs, and dances lvl 1. this config give new characters a better ability when leveling their characters, and still gives classes, like pp,se,ee, etc.. a chance in the game. (there no longer uselss buffers).
