if it's a HTML website the best would be adobe dreamviewer or Microsoft frontpage.

I'd suggest dreamweaver in combination with TextPad for any html, css, php based site. Obviously you'll need to know the languages to make use of it.

Well decide what programming language you want to use first after that decide waht program is the best to make it.In my opinion php and dreamviewer with notepad++

hmm ok.i got a ready site now.what programme will i use to host it???i downloaded L2-Veddetta site from here.i have to use apache to host it??
