L2encdec Problem: I/O file error occured.

I am really pissed off - I tried to decrypt l2.ini (Lineage2Ver413) but when I try to decrypt it with L2encdec (no matter which command I use (-l/-g/-s/-d)) the error I/O file error occured. pops up  >:(
