I recently had an idea to create shorts on YouTube to implement within the game to create tutorials with videos but I can't connect to the client, would that be possible?

I can't play the video inside the game but I can open the video outside the game.

damn son  you should try make voice over ip first and then try with video .. this needs client modification like hell is possible but where is the money

Not possible sadly, what you CAN do is make an animated texture with a bunch of steps, to create a small sequence, however you NEED to use RGBA8 .tga format (not DDS/DXT1/DXT3/DXT5), so the .utx files will be pretty big.

YouTube API gives a very limited quota for requests through their API. It is better to consider other options.
