Help Address already in use: Bind But nothing is using it

Hey all, I am getting this error: 

 

[22/12 12:01:25] Listening for GameServers on 127.0.0.1:9014
Exception in thread "main" java.net.BindException: Address already in use: bind

 

I have nothing running on my device. This happened after restarting my device after a forced restart. I did nothing to change my ports or server/login configurations. What could possibly be using te address?

open cmd as administrator

net stop winnat
net start winnat
