Hello i would like to post my guide.Im new here :P magaki13`s guide is good but i will make better one.

Lets Start:

1)Start photoshop then click new file choose width and height i prefer 600 width and 452 height.Then click set background color (if you dont know how look at the pic), then choose for ex. black.After this there will pop up a black window.

2)Then click ctrl+t and mark the black window where you wish to write something.

3)I writed in the window for ex. MAXCHEATERS. If you want to change size/text orientation check this pic.

4)ok lets start the real part of the work.Click Layer>New Layer (shift+ctrl+n) then click ok.

5)After that click Layer>Merge Visible (shift+ctrl+E)

6)After that click Filter>Stylize>Wind click ok.Then click ctrl+F

Your pic will be like this:

ok go again to filter>stylize>wind and click From the left then click ok.Click again ctrl+F.

after that your pic will look like this:

7)Go to image>rotate canvas>90 degrees CW after that repeat step 6.

8)Again go to image>rotate canvas>90 degrees CCW

9)After theese steps your pic looks like this.

10)Want Colours?OK No problem ;)

Go to Layer>Merge Visible

then image>adjustments>hue/saturation (ctrl+u)

click colorize after that choose color ;P

For example i choose 129 hue, 69 saturation and 0 lightness.Click ok and you are ready :P.
