For god sake. Make at least the 

int[] itemId = { 6379, 6382, 6380, 6381 };

as static outside the method

and make the 

 else if (b)
+       {
+
+       }
        else
            stopAllEffectsExceptThoseThatLastThroughDeath();

as 

else if (!b)
{
  stopAllEffectsExceptThoseThatLastThroughDeath();
}

 

Even tho again is bad. Also use Steam() to avoid the 10 lines of code.
