Yeah. One point noone ever brings up is that for 5 seasons now, the role of the ad carry as a constant damage threat is 100 % necessary for every team. No other lane is like that. Mids have seen utility mages, AP/AD assassins or even tanks occasionally. Top has seen bruisers, tanky mages, squishy mages in S1. Same for jungle and support.

 

If something is always needed for the same reason, it's actually too strong at that aspect of its role. (Constant heavy damage threat in this case.) It's pretty much dumb design, rather than underpowered design as Riot thinks.
