You pretty much can with the sandbox mod.

Note: This is the compiled version.

 

Instructions.

Simply unpack the client to a suitable location on your harddrive, extract the "Start Client 4.20.bat" batch file from the server download into the /RADS/solutions/lol_game_client_sln/releases/0.0.1.68/deploy" folder, run the 'start server.bat' file in the server directory, and then run the "Start Cient 4.20.bat" file.
