I have 20 euro in Paypal and I need 25 euro PaysafeCard.

 

From what I see, this is and the rate of other traders, so that's it!

Well, you're wrong a little. This is the exchange rate of 25 euro paysafe to PayPal. 

 

25 EUR PSC -> 20 PP 

 

because of: some part of the money goes to YUNA (a service which redeems PSC cards and gives you the value in PP) + 1-2-3 euro for the exchanger.

 

Now, if you want a PSC of 25 EUR, you'll have to pay either full amount (25EUR) and MAYBE some more (if the person who bought the PSC wants to charge you a fee of 0.50 - 1 EUR because he went to the Kiosk to buy it)
