Βαζεις αυτο:

<set name='skill_id' val='1323' />

Για να το κανεις passive πας στο skill και αλλαζεις αυτο:

<set name="operateType" val="OP_ACTIVE"/>

σε αυτο:

<set name="operateType" val="OP_PASSIVE"/>

Αυτο, αλλιως βρες το ιτεμ σου με βαση το id και βαλε το σαν skill στο ιτεμ.
