Request Npc For Change Characters Title

Hi there, im new here and i was looking for a npc to change title of characters, not color, i've been looking for quite a while but didn't find a npc that does this, so i was just wondering if anyone have one there to share, i was hoping that one kind hearted person could share something like that for me :D. whats the point of a npc like this?players can change their own title by entering a clan/beign nobless.
