Well the problem is that first of all i dont need it for my own server one friend of me have opened L2j server he have payed for dedi for lameguard he have open it so now he have problem with balance so that why i ask if exist balancer program so we can find any other solution??

There is no program to "edit balance between classes". Brain, that's all you need and small xml knowledge ;)
