Because some people would like to play ranked and/or smurf with a lower elo friend immediately.

 

Getting an account from level 1-30 can take upto a month. The grind is very long.

It's up to them if they want to skip the grind from level 1 to 30. Although usually my customer are buying because they want a smurf account and they already have a level 30.
