+3>+10 100% ? max is  +10 so why are you talking about  60% +11? :o

I think he meant to say that safe is 3 maybe and max 11 or safe 10 max 11 but for 11 is 60%.

Safe +10 Use Aio Book Enchant or Use Blessed.

 

Max + 16. Need Divine enchant, for take divine enchant in BOSS event, Grand Boss and other boss.

Or donate in Crystal Event.
