yes, but you can lern them till level 1-2 and not 3...;)

Didn't know that bug existed. If I wanted custom passives for donation clans you would have known

 

The bug is caused because when you click on donation clan - your clan is given all learnable clan skills at maximum level, not at maximum learnable level.
