script config and just add a # on the quest/scripts you want to turn off.

If you speak of seven signs engine, manual edit. Drop first engine and then fix the hundreds of errors you probably will have.

well not really, as i remember there is just connection to seven signs npc(that can be deleted also) and some random lines that can be easily fixed :)
