Well,it is "supposed" to be.but people get boosted all the time.

for example many of the famous streamers have rates of 60 euros per hours to coach

i get around 7-8 :)

 

coaching is not something forbidden by riot.

to stream you need good upload speed,and in greece,atleast Athens the upload speed can't really go higher than 0,1 mb
