yo guyz while im trying to start counter strike 1.6 steam i take this error mess

SteamStartup(0xf,0x12fb60) failed with error 108: The Local Steam Service is not running.

anyone know What the fuck is this???i have try many things but nothing

i have reinstall many times steam app

i cant run cs and half life and maybe all the steam games :(:(:(
