There's not such a big difference to be tanken in consideration , but if you look at the half price of the 2.5 TIER than you'll understand that is pointless to pay once again for almost same stats.

the quintessences of health cost 2050 ip and give 26 health

those tier 2 runes cost 975ip and give 24hp.....still wondering? :-/
