Imo since they can get countered they stop being OP

OP doesn't mean only that smth can't be countered.

For example, if you have Shaco jungle you must win early game. Or leBlanc mid etc.

 

The thing that Shaco can take 2 buffs in the same time is OP. Of course you can counter that but we talk in general and what a champion do.
