No, he probably lied to you. None can jump from one tier's 1 to another tier's 4. It's just impossible.

 

Also, to jump from for example Silver 5 to silver 3 (and you are not recruiter) you have to make a win streak from 0 points to 100 and not lose a single promotion game.

and if you want to jump 2-2 divisions you need good mmr that means 70 + win ratio on your last games, if you get like +30 pts after (60 in your league) you will probably jump 2
