For the skills to be automatically learned,you don't need to change anything in this file,you must edit the appropriate line in your configs and set the Auto learn skills = True I think you must remove the numbers from this line " <player class_id_restriction="92, 102, 109" /> " and make it look like this <player class_id_restriction="" />

I am not quite sure what is your issue here,but i can tell you some of my thoughts. If you plan to host your website from your home computer,you probably have dynamic ip address,so there is no ip address that you can use specifically to access your website,in this case you must use no-ip services.Search for a guide here on how to setup this no-ip service. Secondly you must open port 80 tcp,on your firewall.

Remote desktop is a feature of windows only,however you can use an alternative to the windows remote desktop,called vnc. Here are the top vnc servers/clients www.tightvnc.com www.realvnc.com
