Simply make a time marker, check when the Class Change is requested ,make a new time marker, compare them and if the time is smaller then "X" it returns false. Don't forget time must be handled as a long var since its in miliseconds.

Honestly its just another useless NPC which can be done in 20seconds. But its your choice,keep on sharing ;)
